When a turbocharger gets upgraded to a second gen swap or another non-VGT turbocharger, these plugs provide caps for the coolant and electrical interfaces to keep debris and water out of the connections.

Removing the turbo leaves the electrical lines in the harness there still powered and moisture can cause check engine lights and other poor performance. These caps prevent this from happening.
